I would like to point out that the damage can't be the fault of the complainant. One of the major complaints is that of getting oil on their autos during repaving asphalt roads. Most of the times this oil or "prime" is spread to help the new asphalt adhere to the existing surface and there are flaggers and/or signs to prevent drivers from traveling on the oil. If the complaint has either gone through a "stop" sign by the flagger or traveled past a warning sign set up by the asphalt contractor, then the state, city, county or contractor aren't responsible. So be careful when you file a complaint, in some cases you may be liable for damage to the surface of the road.

When you're up to your ass in alligators, it's hard to remember that the original plan was to drain the swamp.
